The New Neighbourhood Plans that are being developed in the various Parishes and Towns of Arun District are a massively welcome opportunity to reverse the Top-Down National and Local government procedures of recent years - but only if there is true Community Participation, which is the primary intention of the 2011 Localism Act.

85% OF REFERENDUM VOTES ENDORSE THE
LITTLEHAMPTON NEIGHBOURHOOD PLAN!
This means that we now have a real chance, together with help from Littlehampton Town Council and Arun District Council and all local Councillors, to keep our great Town of Littlehampton as a unique seaside resort and to improve the leisure facilities in a way that the people of Littlehampton really want. In conjunction with the ADC Local Plan, yet to be voted on, we hope to be able to work together and curb excessive development, to keep our seafront Leisure Centres of excellence and not to lose our green spaces - and these are just some of the benefits gained from the YES vote.
NEIGHBOURHOOD PLAN GOES TO REFERENDUM ON 15th OCTOBER
Community Charter Group recommends a 'YES' Vote
REMEMBER THERE IS NO ADOPTED LOCAL PLAN at the present time - in spite of years of discussion Arun still haven't finalised proposals - which means that developers could get approval on Appeal for large schemes that seriously conflict with Policies that have existed for years and have public support - that has happened in several Local Authorities around the Country.
But in those cases where a Neighbourhood Plan exists, the Ministry is accepting that its policies carry weight, and have turned down Appeals that would have gone through otherwise. SO WE DO NEED THE PROTECTION OF THIS PLAN

WHAT WILL BE THE FATE OF THE NEIGHBOURHOOD PLAN?
March 2014: Arun's Intervention in the details of the plan - seemingly based on Commercial considerations, not on Planning matters - means that LTC - our Parish Council - cannot recommend that the Plan should be put to Referendum. Read Terry Ellis' letter on 'LNP Action' Tab above

Nothing much was posted on this site in August and September, but that was because the group was busy trying to develop support for the Charter and work-up the Community suggestions for the Neighbourhood Plan.
We can report what looks like some real progress:
- Over 60 organisations and getting on for 2000 individuals have signed up to the objectives of the Charter. A considerable amount of useful data has been gathered giving insights into people's areas of interest, concerns, and their relationship with the town (such as resident, visitor from nearby, or tourist)
- Discussion of the first draft Representation at the LNP Drop-In Session 10th July resulted in modifying the format so that the issues took the form of proposals for policy clauses
- Meeting with Nick Gibb MP 2nd August. Welcome support and advice was received.
- Neighbourhood Plan final draft Representation submitted to LTC 2nd August
- Meeting with LTC officers 7th August which clarified the thinking behind the various issues and resulted in closing the gaps and developing acceptable ways of resolving differences and underpinning common ground. Click Here for A Full Listing of all the representations received by LTC
- Littlehampton Civic Society undertook to work with a wide range of community groups in Littlehampton to develop a Neighbourhood Design Guide to be used in conjunction with the Neighbourhood Plan
- Neighbourhood Plan Steering Group Meeting 12th September. The revised Submission Draft contains most of the recommendations of the Charter Group. During the course of discussion, members of the Steering Group introduced several revisions that generally moved closer towards the Charter Group's suggestions. Click Here to see Meeting Agenda Documents.
- Littlehampton Town Council Full Meeting 3rd October. The council received the Letter and Charter and discussed whether it supported the Charter. The meeting wholeheartedly endorsed the project and welcomed the contribution made by the group in researching and bringing together the views of many parts of the Community.
